Description

The city of Villa Rica is planning to widen and add to the Villa Rica Roadway in Carroll County.

Outside of downtown, the first phase of Villa Rica Town Center, a nearly 60-acre multiuse development,  recently opened along Mirror Lake Boulevard. An important feature of this development is the Villa Rica Parkway, a new roadway connecting the city’s downtown with Mirror Lake, a planned golfing community established in 1998. The roadway is intended to improve traffic flow on that side of town and serve as a physical link to two parts of town that have historically been separate.

In September 2024, the City of Villa Rica announced plans  to expand the Villa Rica Parkway, which is partially completed. Construction had come to a halt when city officials discovered that many parcels of land along the proposed route are still privately owned. Several property owners have protested the proposed new construction and widening project, claiming that the process the city has followed has not been transparent or fair. As of an October 15, 2025 news article by 11 Alive, the city has already acquired easements from 12 property owners and has yet to reach a settlement with 12 others.

Business and homeowner concerns

More than 20 parcels will be affected by the project. Even the smallest taking could render a property unlivable or in violation of county building codes and regulations.

Finally, there may be drainage and utility easements taken, and damage to property owners via inverse condemnation.

What to do if your property is affected

Even though the government can take your land, you still have rights. The government has not yet disclosed the amount they have set aside for right-of-way acquisition.

The Georgia Constitution requires the government to compensate property owners when it takes their land. Remember this: when you receive your offer, you’re not required to accept it! In our experience, your property is likely worth significantly more than GDOT’s initial offer.
