Description

GDOT has committed to the massive reconstruction of State Route 316, which crosses three counties in 32 distinct projects. This piece involves the reconstruction of the interchange of SR 316 (locally known as University Parkway) and Kilcrease Road (County Road 74).

To ease traffic congestion and enhance safety, the plan calls for replacing the existing at-grade signalized intersection with a grade-separated interchange. More space will be needed to accommodate traffic flow on either side of University Parkway, which will no longer have a traffic light where it intersects Kilcrease Road.

These new entry/exit facilities will increase the necessary right of way on both sides of University Parkway and require a redesign of some surrounding roads to accommodate the new traffic flow. The entry and exit roundabouts will take up more room, much of which will be taken from nearby property owners. Property Owner Concerns

Interchange construction and grade separation create a lot of headaches for local property owners, from “temporary” construction or permanent slope easements to strange traffic patterns and trouble with access. As with any eminent domain taking, property owners can lose some or all of their properties or may find that their rights to use their properties are usurped.
