Description

This Gwinnett County project proposes to improve 1.3 miles of Scenic Highway (SR 124) from just north of the intersection of US 78/SR 10 within the City of Snellville to 900 feet north of the intersection of Ronald Reagon Parkway. This project is the first phase of an overall plan to improve Scenic Highway. The second phase (which improves 3.3 miles of the corridor just north of Ronald Reagan Parkway to just north of Sugarloaf Parkway) is described in more detail in Project #0014172.

The proposed improvements include:

widening Scenic Highway (SR 124) to three (two 11 ft .wide and one 12 ft. wide) travel lanes in each direction with:
- a 16 ft. wide raised median
- 11 to 16 ft. wide urban border areas which will contain a 5 ft. wide sidewalk on the southbound side and a 10 ft. wide shared use path on the northbound side
adding displaced dual left turn lanes for the SR 125 northbound movement onto westbound Ronald Reagan Parkway Scenic Highway (SR 124) at Ronald Reagan Parkway
lengthening the SR 124 southbound left turn lane onto Pinehurst Road
adding a right turn lane from SR 125 northbound onto Pinehurst Road eastbound

Gwinnett County states that the purpose of this project is to improve safety, mobility, operations and connectivity and operations along Scenic Highway. The county also states that the project is justified by the need to accommodate projected future traffic volumes, reduce congestion and queuing, and reduce the frequency and severity of crashes.

Business and homeowner concerns

Scenic Highway 124 serves as a major commercial artery in Snellville, hosting numerous retail centers. While the proposed expansion is designed to boost economic activity by improving access, concerns have been raised about potential disruptions to neighborhoods along the corridor, including noise pollution, changes in property values, and environmental impacts.

To understand the scope of work involved in this project, look no further than the budget, which exceeds the $68 million mark. While travelers can expect delays, property owners are faced with losing ground and being pushed closer to the noise and danger of highway traffic.

More than 45+ parcels will be affected by the project. Even the smallest taking could render a property unlivable or in violation of county building codes and regulations.

Additionally, there may be drainage and utility easements taken, and damage to property owners via inverse condemnation.
